FDO provider ‘OSgeo.shp.3.7’ Not Registered

I get this message when i try to bring in a shp file thru mapimport "FDO provider ‘OSgeo.shp.3.7’ Not Registered" any idea how to fix this? i'm using civil 3d 2014
