External Point Data File

If I use point utilities / transfer to convert an ASCII file for an external point database file to build a surface, how can I filter out bad elevations? For example, normally we create point groups and tell them to exclude certain elevations, point descriptions with no elevation, etc... Does this have to be done before I use the points transfer tool? I am using Civil 3D 2006 with Windows XP, any insight would be greatly appreciated, thanks.

Have you tried specifying a minimum/maximum elevation within the surface
properties?

(I do not think you can filter the point data from an external file....I
could be mistaken, though.)

You can use surface edits to delete unwanted points from the surface that fall between the min/max surface build values. The points will remain, they'll just be excluded from the surface build.
