Ok I cannot figure this out. Hopfully somone will know what I am talking about. I elevate my polylines in my drawing, but when I go to add them to a surface the elevations come in way lower. For example if I try to add in a 86' contour it distplays in the surface as elevation 7.17'. I know it has to be a units issue, but I cannot find the setting. Thanks in advance.

First things first. Note that Civil 3D only works with feet or meters and you should use the appropriate C3D shortcut and template for feet or meters. Using the AutoCAD units command is generally a no-no.
If you are in feet or meters and using the correct icon to start c3D I would begin by confirming that the surface was not inadvertently moved vertically.
Go to the surface properties dialog, definitions tab. Examine the list of surface operation to see if there is an entry to raise/lower the surface or transform the surface. If so uncheck it and see if the issue fixes. If so go back and delete the entry. If not report back.

The old Feet-and-Inch Thing is bitin' ya. Where did the contours come from? Can you post the drawing?

Here is a screen grab as well as as a sample dwg. As you can see my contours are polylines with elevations around 80-90. As soon as I add them to the surface there is an issue. Surface definition displays the elevations from 0-8.5'. As far as I can tell my units are correct.
The contours were taken from a design drawing from an engineer.

86 / 7.71 = ~12

No problem, glad to help.
First off, run this command:
aecdwgunitsetup
Notice that your drawing units are set to inches and the scale is not set up properly for regular Imperial.
Also, your drawing is set to International foot under the DRAWING SETTINGS.
Do you use International Foot or imperial?
