Dynamic Labels for Text

Instead of having certain L60 or L70 etc. Is there a way to have a text be driven on the view port scale of the drawing? wheather it be a label or what ever?

right now i go into a dwg. and it looks right. Then i xref that dwg to another which has a view port, and the text is SO SMALL! but the text that is dynamic looks right...

If that text is not part of a Civil 3D label yo're out of luck, at least
until Autodesk adds that feature. I've seen many a post with that same
request.
