draw order of pipe network glitch

I have a drawing with a pipe network over a jpg image file referenced in the background. Everytime I attempt to edit my pipe network, the entire pipe network disappears under the image while the command is active. I have to escape from the command and REGEN to bring back the pipe network above the image. I need to have the image display on while I am editing my pipe network as I am tracing over some linework on the image.

Even weirder, I have another pipe network data-referenced over the image, and it is not having this "jumping back and forth" issue.

I tried locking the layer that the image is on, I tried detatching and reinserting the jpg, I tried restarting my computer. This is the first time this has happened, so I am stumped.
