Dragged state point label offset from node and auto rotate

Looking at my point labels in their dragged state. The leader (arrow end) is offset from the node. Is there a way to have the leader go to the node so the arrow is pointing at the point and not offset from it?

Second part; how can I set it so the point label (dragged or not) does not rotate witht he view?
