What do you mean by "View Windows" and how do you want them resized?

model and paperspace windows have to be adjusted everytime I open drawing or resize autocad boundary.

You probably just need to lock your viewport for the layout window.

I still think we're struggling with your definition of window and resize. I know you know exactly what you mean but......

 

I'll take a guess and say you need to set UCSFOLLOW to 0.

That's why I asked for screenshots of what he sees before and after me makes the change (the one he says he keeps redoing).  That would let us see for ourselves what is changing.

The overall DWG window? Are you referring to the SYSWINDOWS command?
