dif. in 2 templates:autodesk civil3d by layer.dwt and by style.dwt?

It looks like the layer name are identical, and most the style setting are the same too. so what are the differences between these templates:autodesk civil3d by layer.dwt and by styles.dwt?

in by style, if you go into each object style the components are mapped to
layer 0.

in by layer, the components are mapped to individual layers, NCS layers to
be specific.
