Is there anyway that I can create HWL based on 4:1 slope down from existing property line's grade, since my existing property line's grades varies from 780 to 800. Then I don't have to use my hand calculation to find out my HWL location.

eg. my HWL is 764.0

Yup. I would create a feature line along the property line, extract elevations from your existing surface. Next you may need create a grading criteria set that allows you to create a set slope to an absolute elevation. Set the grading target to elevation, then set your known parameters. Create your grading group off of the feature line and you should be good to go. However, you will want to walk with tender steps with the grading tools..
