every time we open drawings with aerials attached through data connect the aerials are on even though the task pane shows them to be off. we tested making sure the aerials were turned off before closing the file, and when the file opens the aerials are on again. is there a setting for this or is it just another issue?
I know this is a dumb question, but is it possible someone inserted the image files on top of the FDO connected images or maybe an xref?

i know the aerial was downloaded from the Appraisal districts GIS department website, and it was attached as a jpg through the data connect as a raster image. i would have to look into FDO connections cause im not too familiar with that. there are no xrefs in this drawing so its not that. i do know if there is an aerial in one of the xrefs then it also is referenced into the current drawing.
