No matter what I try, settings I change, or different scenarios, the software will not place 500 feet on a sheet. It will only do 400 feet. Is there anyway to force this?

I thought it was. I have created a max size viewport, but using 1:20, will not cut a 500 foot view frame for nothing.
I know for a fact that I can get 500 foot per sheet. The customer has 30 sheets that look like this...
It will not ONLY create these every 400 foot. Why has there never been an option to specify how many feet per sheet?

Yes sir. Snap match lines down to the nearest was set as well. Repositioning is set to 100. I also tried setting the repositioning to 0, still cuts them every 400 foot at 20 scale.
Let me try those settings and see what I get. Stay tuned....

Intersting! I had a client this week with the exact same request. The only way I was able to figure this out was to manually change everything (unlock the viewport, manually adjust the viewscale, edit the matchlines, adjust the profile view extents). I don't think there is any other way. Of course, I'd love for one of you to prove me wrong here.
Of course if would have read the second page of the post then I would have seen that Lisa did find a way. She always does. Way to go, Lisa!
