Coordinate system has features going all over the screen and not together..

I will insert a raster image and gps feature points into civil 3d. I am having trouble with 2' contour shape files. The gps points and image go together but the contour lines are way out in space If I export shape files they also do not line up with the raster image. All items are listed with a coordinate system as Nad 27 Do I have to assign a special coordinate system in the drawing? What am I doing wrong???
