Civil 3D has never been or will be backward compatible. So, the only answer is, let the 2009 users go as far as they can then pass it along to the 2011 users. Sorry, but there are no other realistic options.

The only thing I would add is if you need the graphics to be available in 2007 file format you can use "ExporttoAutocad2007" this will explode your Civil 3D entities and at least push the "picture" back to 2007. No Civil 3D intelligence but the stuff should look as it did in 2011.
