Contour Labels

Why do my contour labels look like two different scales between model space and my layout (paper space)? Is this a setting issue?

Edit your drawing settings and check out the scale setting. If this is
different than the intended scale in a paper space viewport, the text will
be different. This is as designed because the text size will change
depening on the scale of the viewport. if you want them to look the same,
set your scale in the drawing setting to the same scale in the viewport.
