for what its worth - I loaded the service pack upate on 10-28-13 for 2014 & had to figureout how to turn off my contraints fo when o was drawing polylines...
I was creating a closed polyline so to be able to hatch my sidewalk (dwg by others...) & the contraints were on (arrgh!)
