I have a surevy with piping & structures done at an assumed elevation i would like to keep as is. picking a bench elevation and subtracting the difference i was able to make expressions (like grate & sump - 100.07) that i put in my label that showed both elevations: eg. grate = 105.3 [5.23] where the real elevation is ~5.23 which can be compared to the original design intent.
This worked well except when I made and expression for the connected pipes (pipe in/out) in the structure labels section they do not show up as an option to be places in the label. Is there a way to do this?

Try creating a custom parameter for the structure:

It works for both pipes and structures.
Then put the value in the field. You'll probably not want to manually put the value in, so you might want to try a third party product to assist. I know the Steltman tools will do this in Excel and then import the change back into Civil 3D into the pipes.
Yes, the custom properties contained within the link should accomplish that. You'll need to enter the value in the pipe properties, you can't use an expression, but it will populate the value within the pipe label.
Here is how to do truncated elevations. (i.e. 1100.325m -> 100.325m)
You have to separate the values into left of the decimal, the decimal character and right of the decimal.
For the left of the decimal yo have to use units a bigger unit. (i.e. Kilometers, miles)

The add just the decimal character.

for the right of the decimal you can use your normal units. (i.e. meters, feet)

So you would end up with the following in your label style.
