composite surface and data shotcuts

I'm looking for advaice on how the best way to do this would be:

 

Following best practices by making smaller furfaces with different object on a larger site and to keep files smaller, and people working together. I have, in the past,  made a bunch of smaller design surfaces in their own files, and I would need to data short cut and paste  them into FG composite (the overall surface) with would need to be DS into production sheets. This method does not work when updating the smaller surfaces unless the composite FG is opened before the production sheets. It would work if the pasted surface wher not DS. So how would you set this up without having all the surfaces in one file?
