on the parcel tool bar is a <join,merge union> button. cant recall the exact verbiage but yes, you can.

I got that to work today because that was how the polyline segments between the drainage areas were drawn when I created the parcels. I was hoping for something better, as that may not always work with how the parcels were originally created.
