Why is it when I bring a drawing into ArcGIS the labeling will not come with it? Instead I get a blank box where there should be annotation
Civil 3D labels are custom objects that are not supported in vanilla Autocad or applications that read dwg files without object enablers. AFAIK, ArcGis does not support object enablers.
That worked to get rid of the boxes, but still no labels w the points? I'm just looking for simple descriptions for points...(pt.#, elev, desc.) etc...

Since the labels aren't converting I don't have a solution. You can try searching the forum for workarounds or submit a support request.
Just about everything we do in C3D requires time troubleshooting and researching workarounds

With Civil 3d 2013 we had the same issue with points and point labels on a drawing we were trying to export to Autocad.
I check the points were not locked, the layers were on and thawed, etc. with no luck.
We ended up just exploding all the points and then exporting the result to Autocad format.
I have not followed it up as it was not something we normally do, so I am unsure if it is a drawing issue or civil 3d's.
exploding the drawing helped somewhat, I was able to bring in part of the symbols from CAD (hydrants, gate valves etc...) but none of the text associated with them have made the transfer to GIS.
If you post a clip of your exported drawing with the problem text I'll run some tests to see if I can determine the problem.
You could covert your points to blocks. That may get you your text. I don't have ArcGIS so I can't test it.
