Civil 3D Station Thick Mark Showing in Model Space and Not in Paper Space

Hello,
I am fairly new to Civil 3D. 
I x-referenced a civil base inside a sheet C1. The civil base has an alignement with station labels. The thick mark of the labels are showing in the civil base on layer OB-TEXT-LABEL, and they are showing in the Model Space in the Sheet C1. However, i cant get the Thick marks to show in paper space in sheet C1. I thawed all the layers inside the view port and they still dont show. I have been trying to solve this for 1 day and now i gave up. Can you please help.

Make sure layer '0' is current and that it is not frozen or off.

 

This is one of the oldest frustrations with C3D label blocks. They will take on the properties of the current layer instead of the layer they are on. When layer '0' is current, they will display correctly.

Thank you. I  tried what you said and it worked. I am not sure why.

 

So everytime before i print i need to set the layer 0 to current ? any other way to solve the proble ?

Solved. I re did the x ref on the right layer. you are the best.
