Civil 3d Alignment Issues

I am creating an exhibit with an aerial photo.  I have data shortcuted the multiple alignments in the aerial, I have moved the aerial to where it lines up with the alignment.  Everything looks good on screen until I hit plot preview, the alignment shifts off some of the roadways.  I had another user open the file up on their computer and they did the same thing, but their print preview looks correct, what could be wrong?

What are you using for the aerial image? What year C3D do you have?

Is there any chance you're looking at a view that has been slightly orbited?

 

Type Plan <enter> then W for World and <enter>

I am using a sid file for the aerial and I am using 2014 c3d.

Tried that already makes no change to my print preview.
