So I installed C3D 2015 this morning and MAPOPTIONS will not display a dialog box.
CMDDIA = 1
FILEDIA =1
I also tried -MAPOPTIONS, +MAPOPTIONS and .MAPOPTIONS.
I even went to the CUI and there is nothing out of the ordinary.
I also went to the Planning and Analysis workspace and selected Map Options from the ribbon.
NOTHING WORKS!

How do basic issues like this get past Autodesk on release? And what's even more sad is how bad the English is on the knowledge base article that gives the workaround.

I had this problem with the release candidate and also for the one web-installed from the Civil 3D 2015 Product Trial web page. The full download version has just arrived so I haven't tried that one yet.
The solution works although you don't need to restart, just open a different drawing or start a new drawing to trigger the LISP/MNL reloading.
That support file search path is long.
I think they had an issue in 2012 where some of the paths in the shipping product were actually invalid folder names. So this has been an issue before.
Time test with "C:\Program Files\...\UserDataCache" as the "Start in" folder (and "My Documents" folder being a network share):
Civil 3D 2013 start time: 35 seconds, Options dialog: 3 seconds
Civil 3D 2015 start time: 35 seconds, Options dialog: 3 seconds
Time test with valid writeable C: drive location as the "Start in" folder:
Civil 3D 2013 start time: 9 seconds, Options dialog: instantaneous
Civil 3D 2015 start time: 12 seconds, Options dialog: instantaneous
Other things I've found:
Trusted Location C:\Program Files\Common Files\Autodesk Shared\Extensions 2015 seems to be invalid
ACADVER reports 20 instead of the expected 19.2

All AutoCAD 2015 based products have the internal release number 20.0, so that is correct.

After my install the following folder doesn't seem to have the correct permissions. Depending on how you copy a survey database into the folder, you may not have write access to the file.
Survey Folder:
C:\ProgramData\Autodesk\C3D 2015\enu\Survey (has no "Everyone" group with full access)
Tool Catalogs folder:
C:\ProgramData\Autodesk\C3D 2015\enu\Tool Catalogs (has an "Everyone" group with full access)
Good catch. It's bad practice to rely on the Everyone group for permissions. Many IT Depts - like ours - automatically disable that group on all networked computers.

We've had that issue also, we had to get permission to make folders under "C:\ProgramData\" writeable to solve application errors.
I see there is not much consistency under C:\ProgramData\Autodesk for security permissions for various folders and releases.
Microsoft designed C:\ProgramData as a location for common data and yet it is hard to get to and locked down so tightly by IT departments. PITA.
C:\ProgramData\Autodesk includes read/execute/special permissions for "Users". The special permissions include all 4 create/write permissions but those 4 don't propogate to the actual files. For my computer I've decided to give the Local Users group write access to C:\ProgramData\Autodesk\C3D 201x\ and everything underneath. Now the Figure Prefix databases are editable!
