Possibly for those (Autodesk people?) that have a pre release version.....rest assured C3D 2012 is not on general release yet so I wouldn't worry about it.

2012 should have been in Beta testing for quite a while. Since the update mentions Security Autodesk must have viewed it important enough to put it up for the Beta testers to download.

It's not a patch, if you read that linked page its a Utility so 2010/2011 C3D users that are using Vault a way to get their data from Vault 2010/2011 into Vault 2012. Would you want to wait 3-6 months after 2012 to come out to be able to use Vault or want to start using it when you get the new version installed. Releasing that before the release of Civil3D 2012 makes it easier for the IT/Cad Managers to do the roll outs to their users.
