Change Contour Label Target Surface

How can I change the target surface of contour labels? I have a ton of labels on an old surface which I would like to target a new surface.

Don't think it's possible in Civil 3D but the third party SincPac-3D offers the SwapLabelSurf command.

C3D 2016 SP4
