Have you tried the Survey Data Link in Civil 3D? If so, there is a free utility called Stringer Connect that works great.

I am having issues with survey figures and the second format works best with Auto-generated figures. Survey Link also strips out SET collection in the conversions, leaving only prism heights. I have been back and forth with Autodesk and as Survey Link was licensed to them ten years ago by TDS they are of no assistance.

Have survey link create ascii file (TDS Sequential) from the raw file.
Also with the EC (end curve) code you'll have to use the BC (begin curve) that's just how it works
