Can't save/remember edit point file format changes using c3d 2012

When I make changes to the point file formats they dont stick

What do I have to do to make this change permenant

using c3d 2012  windows 7 64

(I'm trying to get rid of the default -99999 elevation when there is a zero elevation)

Don't "stick" when? In between sessions?
Those settings are saved in the DWG.
Making changes in one DWG have no effect on other DWGs.
