What version of Civil 3D do you have?
What operating system do you have?
Was Civil3D already running on your pc or have you just installed it? If it was already running what has been changed on your pc or your Windows-user-profile?
Try to get it running:
a) by starting it (with different profiles, if you have) from the Windows-Startmenü (instead of the icons on the desktop)
b) by starting it via double-click onto a DWG file in the Windows-Explorer
c) with another Windows-user account (logout from your Windows and login with another user-name)
If nothing helps you can try to do a repair-installation.

Ok, sounds you found out the reason or did Civil start after you applied the WinXP-updates?
If not find the restorepoint of your windows to get back to the situation before update-installation.

just to make sure that we do speak from the same restore-points, look >>>here<<< to what I mean and to get tips for you on how to find them and to restore them.
If you don't find such restorepoint from before yesterday anyone has disabled the functionality (that makes it hard now for you) or you did not run a "Windows-update", if so let us know what update you exactly installed.
What you can also try now:
a) try a repair installation of Civil3D
b) try to find "the update" in the control-panel ==> software, maybe it's possible to uninstall it by that way.

Could it be that your Windows-update did not finish successfully because of low disk-space? How many space do you have now (used and free space)?
What is amount of memory you have built in and how large is the size of the pagefile?

Not sure, just as a feeling: if you uninstall Civil3D it may not reinstall if there is not enough space for installation (at least what Civil3D-installer thinks that it is need).
