Can I convert a 2010 civil 3d .dwt to a 2007 .dwt version?
I have tried saving AS to dwt but it doesn't give me the option to save as a 2007 dwt version.
Is there a converter software program out there that I should be using?

No, you cannot. You must create a new template in 2007.
But a better course of action may be to run screaming, as far away from C3D 2007 as you can manage...
"Export to Autocad 2007" will strip all C3D elements from the drawing, leaving you with a plain Autocad drawing. Doing a "Save as" to 2007 format will create a drawing that will shut down all civil functionality in C3D when you try to open it in 2007, and will be unusable in C3D 2007.
There is no way to convert a 2010 template to a 2007 template. And the API was pretty weak in C3D 2007, so I don't think it would even be possible to create a third-party routine for this. I think it might be possible to convert a 2011 template to a 2010 template, but even that would be rather difficult and involve a significant amount of programming.
C3D 2007 in general was really weak, though... Even with the final service pack, it had so many problems that I viewed it as kind of a toss-up as to whether it was worth using at all. I'd strongly recommend getting off of C3D 2007, if that's possible.
Ok this is what i am planning to do.
Save to a 2007 acad dwg.
open in acad 2007 and save new template .dwt file and use that.
I just need to find a version of acad 2007

Why would you want to save back the dwt file? if you have 2010, bring all files to 2010 version. If not then pick one of your drawings done in 2007 and make a dwt file out of it.
I am using 12d Main Roads Customisation. When outputing a dwg file to open in Acad, I need to nominate a 12d map file and a dwt file to enable the layers to be maped to the correct layers. 12d main roads customisation only supports dwt files in version acad2007 at the moment.
If all you need is the layers, then your plan should work.
Does it really have to be a DWT created in Autocad 2007? Autocad 2007-2009 all used the same drawing format, so I'm thinking maybe you can use a DWT created in Autocad 2009...?
And actually, I think the only difference between a DWG and a DWT is the extension... So can you just save it to a 2007-format DWG, then rename the extension...?
