Here is what we have setup, but it isn't completely painless.
We originally created a Civil 3d deployment image that did not include the
project management, ie vault, inside the deployment image. Instead of just
trying to modify the deployment image we recreated the image with the
project management included.
We created a deployment image for Vault Client
Our install process is Civil 3D, SP1a, then Vault Client. During the Vault
Client on some systems, the microsoft WSE install will fail. The install
window for Vault seems to hang. I click Cancel once and when prompted if you
really want to exit the install, I click no. Some portion of the Vault
install then completes. I then run the Microsoft WSE 2.0 SP3 Runtime.msi
located in the AdminImage\support folder under the Vault deployment image
and select repair. This seems to complete the install and we can access
Vault inside of Civil 3D and with Vault Explorer.
I have no idea why some systems fail and others work fine. I thought maybe
only our newer systems were the ones that the first attempt at the install
would work on, but I have had two successful installs on older systems.
Right now I am concentrating on getting the installs completed and since I
am the only one doing the installs, I know what to look for. This will be
changing soon so I will be looking into this problem some more.
I think you maybe doing the same steps, but maybe this might help.

The workaround was found.
They following is a redacted version of a recent exchange.

Vault explorer worked fine.
uninstalled Vault for Micro$oft and Vault from Add Remove.
Reinstalled Vault from the Vault folder that I copied to the deployment
site.
Still can't get to Vault from inside 3D.
Any ideas?

Uninstalled Vault.
Uninstalled the Google Earth Plug-in.
Service pack will not uninstall so in Add Remove selected remove Civil3D
2007.
Got almost to the end and got a Fatal error message, and it rolled back the
uninstall.
Went into change and selected remove and the same thing.
Removed Civil3D 2006.
Again in Add Remove selected re-install C3D 2007
Ran less than a minute and pronounced itself done.
Ran Nick's msi of the Microsoft product.
Said than a newer version was detected and that stopped.
Launched the product knowing full well that I was now screwed and it seemed
to work fine.
Ran to the elevator.<<<
So I discovered that Not only will Civil 3D not install properly, but it
won't uninstall properly. A great way to engender confidence in the product.
In the end this may be something that is ignored in favor of setting
somebodies cross hairs on a slant, But for crips sake you guys think you can
make it install properly and also uninstall properly.
You know the Real Estate saying of "Location, Location, Location?"
How 'bout C3D being "Messy, Messy, Messy."
Or maybe " Pricey, Pricey, Pricey."
And guess what guy's, I may have more Civil 3D users in my building than all
of the rest of Kansas City, at least according to my reseller.
Not realy a late night rant.
More of a wake up call.
