Using suitable techniques Civil 3D can do significant parts (if not all) of
the layout geometry.
I would search the web for structural programs which can use AutoCAD drawing
data. You have to be careful here as most Structural programs of which I'm
aware are written for specific design codes and a program which may be
brilliant in Australia will be useless in the USA and visa versa.

The StructPLUS software is parametric driven and can significantly improve
drafting speed of structural details. I have not seen it running for a
couple of years now and would expect it to be further improved since then.
