blocks to section views

Why can you assign a block to a PLAN PIPE NETWORK, A PROFILE PIPE NETWORK but not a SECTION PIPE NETWORK?

Based on what I saw, you have to edit something called:

C:\Documents and Settings\All Users.WINNT\Application Data\Autodesk\C3D2007\enu\Pipes Catalog\US Imperial Structures\Junction Structures
without Frames\AeccRectangularJunctionStructureNF_Imperial.dwg
in the Parts Builder. I was hoping there was an easier way to do this.
We would like our structures to be uniform throughout the projects, and it seems that is the case in the plan and profile, but not the section view.

I would also like to know how to show a block in place of a structure in section view. This works great in plan and profile views, and should be able to work exactly the same for section views.

Also need to know how to show cross road culverts (i.e. pipe perpendicular to road cl alignment) in section view.
