Block Attribute box a no-show

Has anyone else experienced this problem with Civil 3D 2006? When I insert a block containing attributes into any drawing, any project, I am not getting the dialogue box that allows you to input the attribute value. This happens with any block, not just a specific block.
I have double and triple checked the value of ATTDIA and it is set to "1". Civil 3D allows me to select the block (once it is inserted) and type in the value, but this is quickly becoming a pain in the neck. I am receive no error messages when inserting the block. This has been occurring over the past week or so.

Is there something else (i.e. variable) that controls the attribute dialogue box "popping up" when a block containing attributes is inserted?
