Auto Creation Of

Hello friends,
I am using Civil 3D 2006. I am facing problem with my project of parcel creation. nature of plan in layout is like something oval shape. Inner group of parcel covering periphiral outer another parcel group (see attached file)
so actual problem is...............Please see the attched file for reference, that could be easy to understand actual problem without any misunderstanding.
i am converting individualy polyline lot into parcel. when i am going to convert lot number 20 after parcel 19 (see Attached file) into parcel, CIVIL 3D create automatically separate parcel of internal boundary of "outer parcel group" as you can seen in attached file
why it should happened???........realy i am very upset due to this......
could anybody give me the right solution for this???

Just renumber the parcels, you can do this in Toolspace or using the renumber parcel command under parcel. If you don't want to see Parcel 21 just make the label invisible in its own style.
