Any way to have different objects in assemblies appear on different layers?

I'm working on this small road reconstruction project that has 13 driveways/entrances.  Since they're a seperate pay item, I'd like to modify the driveway sections showing the limits of restoration manually instead of adding 13 more regions & a couple more assemblies to the corridor.  I think it would be faster in this situation.

I tried modifying the code set so that the curbs, boulevard, sidewalk & daylight are on a different layer than the lanes, etc. so that I can draw the driveway profile over them & then freeze the ones from the assemblies in viewports, but it didn't do anything.

I don't have much experience with code sets.  Is this even possible, or should I just bite the bullet & add the regions etc.?

Not sure I have the picture, but perhaps a conditional assembly would help?
