Annotative Block confusion

Is there an easy way to make all blocks that are manually inserted scale just like blocks that are attached to point styles do?  The symbols that come in with our survey points work great, any scale in model or paper space that we change to changes the symbol scale automatically.  How can we accomplish this with an inserted block?  I've been toying around with it this evening but inevitably the inserted blocks never change scale in paper space.

the blocks have to be defined as annotative

Oh, we've tried that.  While it changes scale in model view the block wont change scale in paper space, they are stuck at whatever scale is set in model space.  Unlike the civil3d point symbols which scale with paper space.

Here ya go.  a drawing with a sewer cleanout generated from a survey point right next to an inserted annotative lightpole block.  In paper space there are 4 view ports at 2, 10, 20 and 50 scale.  The sewer cleanout is the same size in a 4 while the light pole isn't.

If you look at the properties of your viewports, the annotation scales are all set to 1" = 20' regardless of the viewport scale. If you change the annotation scale of the viewport to match the standard scale, the blocks will behave as expected.
