Do you have Civil 3D, if so then it is designed for this task?

3ds Max is not designed for this, have you tried Infraworks?

You can use the Civil View extension for 3ds Max.  It's only for visualization though.  No design purposes.

You will use the Output tab of the ribbon in Civil 3D and select Export to Civil View for 3ds Max Design.  Then in Max, you will import the file created into Max and it will execute the Civil View exension in Max.

the civil view extension is more for visualising data that has already been modelled in civil3d, I'd suggest you wouldn't want to be modelling this sort of thing in Max but for animations Max is ok although I'd also consider Infraworks for flythroughs google hydrolectric dam china infraworks
