How to create cross section like this one below?

You'll get more responses from the main discussion group, this one is more for programming in Civil 3D. The other one is more often visited. 

To do what you want you'll want to set up the section style correctly as well as the section view bands. I'd use a corridor to create the shape and use Code Set Styles to control the labels for the roadway.
