The problem occurred when I saved the workspace in AutoCad Civil 3D 2011 and transferred it.
Any suggestions on how to resolve it?

I think that there are either resource-files or DLLs missing. "Missing" can also be defined as Civil3D does not find them because of support-paths are not defined to point to the missing directories.

Not really, sorry, but a few tips that you can try:
a) login as new user to your Windows, start Civil ==> that will create the new defaultsettings for Civil3D for this user
b) save all profiles defined for this user to external files (ARG-files)
c) login with your original user-name
d) if there is anything to backup ==> do it now!
e) import the ARG-files and create new profiles with default-settings
f) delete your defect profiles and rename the imported ones to have the original profile names (so all start-icons of Civil3D that have /p-parameter defined do work as usual
If your menu-files (CUIX) are not useable after the above steps you can try to get the original ones from the directory
<install directory of Civil3D>\UserDataCache\Support
And copy the files to the user-directory where your "private" menu-files are saved
