There is no PDF version. The best you can do is get the offline version:

Another Problme

I have AutoCAD Civil 3D 2011 developer’s Guide pdf.Can I use it to customize 2012 civil 3D.Is there are high diffrent?

Oops, sorry, the API Reference guide is available for download, but not the Developer's Guide.

Yes, you can use the PDF from 2011, but there were some minor changes and some not so minor additions. For instance, 2012 added Surfaces to the .NET API, so these will not be addressed in the 2011 help.
