Is it possible to change the background color in Block editor from white to black?

Sure - change it the same way you would change the color of any interface element.  In the Options dialog, on the Display tab, select the Colors button in the Window Elements area.  In the Drawing Window Colors dialog, set the Context to Block editor, the Interface element to Uniform background, and then choose your color.  See attached image.
