You try and hatch this in 2013

Attached I have a dwg of typical van accessible ada stalls. Depending on which area I select to hatch the no parking striping, autocad will spit out a warning. I have marked the warning areas in a cloud (delete cloud before hatching). I double checked all the z planes, audited, purged regs, and even converted all the linework joined plines.

 

My problem with this is if autocad errors, i have to go through and double check all my intersections and repeatedly try hatching random locations in hope that autocad will not glitch. Seems like everyday is a new glitch in 2013.

I have taken a look at this supplied file to further test the hatch functionality.  In this case I have taken your file, inserted it into a new blank file and then ran the similar cleanup as you have described.  Once this was done the file then responded favorable to hatch in all areas.  I have attached the new file for testing.  Please test this file and verify functionality is restored.  Thank you and we look forward to your reply update.
