What are Cutouts?

Looking in the various support files, I find Textures and then inside Textures are Bump maps and Cutouts. I understand Bump Maps, but what are Cutouts?

Never mind. I gather they are holes in the material...

Kinda.. My take on it, is it's probably better described as a stencil. I think you could have one for say, a detailed arched window. Instead of modelling all the framing, your 'cut out' map would represent the frame. If any 3D guru's are reading this and could better explain it, please do.
