Wall Anchor malfunction

Selecting existing window on 1st floor and trying to set
wall anchor to wall above (2nd floor) via right mouse button menu
will result that window anchors randomly to some other wall,
but not wall selected. (see attached jpg )

Same appears to happen frequently when you drag window to new wall.
Any ideas what might be the problem?
Walls are on same dwg, not reference files.
This has been ADT "feature" as long as I do remember.

Currently we are using AcA 2008 and 2009.

Do you have you elevation button pressed to lock to
z.?

Do they have the same cleanup group?

Check out the design rules tab on the cleanup group
definition.
