Some additional context would be helpful in trying to diagnose the issue.
What view direction was the drawing in when the line could not be placed?
Did the current UCS have the X-Y plane parallel to the screen?
Was the "specific location" in the current UCS X-Y plane?
Did the line appear to be placed correctly in the original view, but then prove to be somewhere else when the view was changed?
Without enabling SNAP, the student would be drawing on the current UCS X-Y plane, and, especially if that is not parallel to the screen, you can get some non-intuitive placements if you are not snapping to existing geometry in the drawing.
I've had the display system spaz out with AutoCAD Architecture 2014 and 2015. Doesn't usally persist. My graphics cards are not recommended though.

Based on the title of your post, if your student is seeing scattered lines everywhere, you might try turning the LINESMOOTHING variable off, and checking the graphics card to see if it might be related to this issue.
