Purge

I'd like to set up drawings standards for my office, however, when we set layers and PURGE out the clients we lose the originals not yet used. I do not want this to happen. Is there a way to create a purge command that keeps your original layers, line types, etc?

Be more selective with Purge command perhaps: it does after all give you a
list of entities you can keep on the pop-up.

Or actually draw something on those layers using the linetypes you want to
keep.

or xref the consultant/client dwg into your dwg

You can create a tiny block which contains of all layers and linetypes you need to keep, then insert it in the paperspace of the template file.
