Project Navigator Element drag-and-drop does not honor Xref settings.

Has anyone noticed that Project Navigator Elements do not retain their settings when dragondropping into another element?

Test 1:  Create Element Drawing A with 2 objects on 2 separate layers.  Turn off 1 of 2 layers and save.

Create Element Drawing B and dragondrop Element Drawing A into Element Drawing B.

All layers of Drawing A are on in Drawing B.

Test 2:Use Drawing A from above.

Xref Drawing B into Drawing A using Xref Manager.

Layer settings are retained; 1 layer is on, the other off.

?:Why?

Can Test 1 one be made to have same results as Test 2?

Is there a system variable or setting controlling this behavior?
