Only parital drawing being published

I have two viewports in one layout.  Both viewports' shadeplot setting is set to "Rendered".  Rendering presets are set to "Draft" When I "publish", the right veiwport only shows the top 1/3 of the drawing and the right veiwport is blank.  If I set Shadeplot to "Realistic", then the layout publishes correctly.

Any ideas on what I need to get things published correctly when Rendered?

Publishing to what?
Using what driver?
Is background publishing turned on?
What if you PUBLISH to something else?

You can;t look at a problem from only one side... .
