In the past I've tried various ways of drawing batt insulation and recently came up with a way that works very well for me. I used a Batt Insulation hatch as the main part of a dynamic block. I made the hatch associative with a boundary on the defpoints layer. I added grips for moving, rotating, scaling and stretching it. The dynamic block is sized so that the initial insertion of 1 would equal a width of 1 unit. In other words, at inserting it at a scale of 1 for imperial units will make a batt that is 1" thick. This allows you to type in the desired width of the batt on insertion (e.g. typing in 5.5 will give you a 5-1/2" thick batt to fit in a 2x6 wall). The basepoint grip in the bottom left corner allows you to move the block and is the basepoint for the rotation grip. The stretch grip pointing UP opposite the rotation grip allows you to scale the batt. The stretch grip nearest the basepoint allows you to stretch that side of the batt while maintaining the end angle. The grip at the right bottom (inline with the basepoint and rotation grips) allows you to stretch the other end of the batt while maintaing the end angle. The stretch grip in the corner above it allows you to adjust the end angle. You'll want to scale the width to the correct size before adjusting the length/angles as the scaling changes those other lengths. I appreciate the help I've received from others here in the past. @rubiobr10: The tool palettes shown in the posted Screencast are out-of-the-box palettes that come with AutoCAD Architecture, when installing the US Imperial content. Similar palettes are included with the US Metric content. Available palettes for the content in other regions may vary.
For what it is worth, on my work computer, I have a boatload of custom palettes, both standard palettes/tools for my office as well as ones I made for my own use.

I found your DB for insulation while searching for a way to work with the insulation linetype, which I was having trouble with scaling within multiple paperspace vewports. I am a huge fan of Dynamic Blocks, so I will be using your block.
I downloaded the second version, and I have a couple of comments:
1. Can you find your the .pat file that has your insulation hatch, and copy out the text for your Batt_Insulation pattern, starting with *BATTS_ , and ending just before the next *
- The hatch is not in our acad.pat file. Please copy/ paste the text into a reply, if you're still out there.
2. I find it helpful to actually name the actions within a DB, so they mean something in the Properties Palette, instead of simply "Linear1" etc.
3. I modified your version, and made the length a clean 2" to start with, and named the Actions as best as I could figure. I usually give overall Length Parameters an Increment, because I abhor random decimals.

Batt_Insulation is not part of acad.pat in AutoCAD Architecture, either. It is one of a number of architectural hatches that ships with AutoCAD Architecture as standalone hatch files.

Since posting this thread almost 6 years ago I have updated the block in various ways. One of the ways was to create a custom hatch pattern that IMO looks a lot better. See screencast. One thing that I forgot to show in the screencast is that in properties, you can enter the number of units for the width and it will update accordingly. Unfortunately changes in width skew the end angles so set the width first. Attached is the block and custom hatch.

There are various ways, but a simple way is to archive a file that contains the block in an accessible location and then drag the block onto whatever tool palette you would like it on.

I'm not sure I understand the question. The hatch is part of a dynamic block. The hatch is associative and the boundary is stretched/scale of hatch is changed dynamically.
