Looking for toolbar

Where do i get this toolbar ?
I forget where it is.

Right-click in the area where your toolbars are. Turn on the 'layers' toolbar, and you should should have it.

If you are using ACA 2010 you are probably using the ACA.CUIx CUI file, which
has no toolbars or menu bars defined.

... The OP would need to load the AutoCAD ACAD.CUIx file as well.

There is an equivalent to that toolbar on the Home tab, on the Layers panel. Works great. If you really need it on screen all of the time, then float that panel, or create your own partial CUIx file and build an equivalent toolbar (or steal - sorry, transfer - that toolbar from the ACAD.cuix file).

designr as much as I don't like or use the ribbon, I do have it open and the
Ribbon version does have more comprehensive options.
