Linetypes won't change

I have tried changing the linetype several different ways.  I have manually changed the linetype and I have also changed the linetype for that particular layer, and nothing happens.  I can change the color of the line, but when I try to change the linetype or weight it will not change.  Am I doing something wrong?

Try MSLTSCALE. Sometimes the linetype actually has changed, but there's a scale factor proplem. Similarly with PSLTSCALE.
